The development of Cozumel as a vacation destination differs significantly from that of Cancún, which followed the dictates of a governmentissued Master Plan. Cozumel’s growth has been gradual and spontaneous, the work of individual entrepreneurs reacting to opportunity. For the longest time, the island offered only simple hospitality and small to medium-size hotels. Nevertheless, tourists of every stripe and nationality came, especially divers, for word of the island’s spectacular reefs and crystal clear, waters had leaked with the airmen stationed on the island during WWII. Tourists began arriving in the late 50s and early 60s; but after Cancún captured the imagination of the travel industry worldwide, they came in droves.
